Service eligibility
Service Eligibility (e.g., 21 and 1) shows a dialog box which is used to specify the eligibility conditions, if any, the member must meet for service to begin and what service the member has once the eligibility conditions are met. There is no general provision that plans use to determine if an employee is eligible for a service. Examples of service eligibility are:
Service starts on or after this Eligibility Definition check box provides the dropdown which allows you to select an eligibility definition from the Eligibility Definitions Library. If a new Eligibility Definition needs to be created, the button allows you to go directly into the library and set up a new definition.
Using service from specifies the service used in the eligibility definition from a choice of two radio buttons:
This service definition will use the service being defined or
The Base Service Definition Set will use the service specified in the Member Data section under Census Specifications.
Note: if the eligibility definition has no service component you must still specify the service to use. In such a case, either radio button is ok.
If Reported Hours is the calculation method and the measurement period is either plan year or calendar year the check box Apply 1000 hour participation rule is available. If checked service will begin of the first day after the date that 1,000 hours is earned. ProAdmin will start on the measurement period containing the Date of Hire (as established in Member Data under Census Specifications) and end at the one year anniversary of this date. If 1,000 hours is not earned by the one year anniversary date the evaluation of participation switches to the measurement period basis.
Service earned at eligibility is used to specify the service, once eligibility to commence service is met. Service at this time can be set to
Zero where service will begin at zero even if members have to work for a period of time as part of the eligibility.
Grandfathered service where any grandfathered service specified in the service topic ‘Grandfathered service’ whose effective date is on or before the date that eligibility is met will be used.
Grant service retroactively where all service from hire will be included, but prior to meeting eligibility, service is zero.
The Alternative service calculation check box provides a dropdown that allows you to select an Eligibility Definition that sets conditions upon which service will stop accruing. This can be used for example if service stops accruing when members stop making contributions.
