Service Definition Sets

A Service Definition Set is comprised of one or more Service Definitions. This Library allows you to select the Service Definitions that will be used for the service portion of other computed elements. You will use Service Definition Sets when setting up Census Specifications, Accrual Rates, Custom Service Operators; when using service weighted measurement periods while defining a Salary Definition, and as the service component when using Eligibility Definitions.

Name is any descriptive phrase that identifies the Service Definition Set to you. The name can be of any length and may use any character or spaces.

The Edit Svc. Def… button allows you to go directly into the Service Definition library to browse, edit or set up new definitions.

Included Service Definition(s): makes use of a three-column spreadsheet interface. If 2 or more Service Definitions are used in a Service Definition Set, the definitions are delineated by specific dates along the range of the Set. The From column is where you enter the effective date for the Service Definition. The To field is not an editable field and is set to the day before the date entered in the following From field. The Service Definition column provides a multi-choice field which allows you to pick from the current entries in the Service Definition library.

The Service Definition Set rounding rule: allows you to select an overriding rounding rule to use after the rounding is done to individual Service Definitions. The button allows you to open up the Service Rounding Library to add a new entry or edit an existing entry.

Break-in-Service rule: allows you to specify whether a break-in-service rule is to be applied and if yes, which one. There are three choices:

Select Do not apply if Break-in-Service rules should not be applied this Service Definition Set.  (Note: In the Definition of a break box within all Break-in-Service Definition dialog boxes, the Service Definition Set selected must use this “Do not apply” radio button.)

Select Plan Definition rule when the Break-in-Service rule to be used is the plan’s rule selected in the Plan Definition Plan Attributes dialog.

Select Break-in-Service Definition to enable the multi-choice field to choose a Break-in-Service Definition from the library.

The Change service only at decrement and end of checkbox allows you to force service accruals (if any) to occur only on decrement and at the specified end of measurement period dates. So, if a service calculation date is not decrement or an end of the specified measurement period, service is set equal to the service at the end of the previous measurement period. This feature is very useful for cash balance accrual definitions. For example, if your cash balance interest crediting is bi-weekly, then you can make sure cash balance accruals only occur at decrement and at bi-week ends by using this feature to limit the service accruals to the same bi-week ends. This option is applied to the final calculated service after any Break-in-Service or Service Definition Set rounding has been applied.

Select the measurement period at the end of which service may change. Valid measurement periods are: plan year, calendar year, anniversary year, quarter (plan year), quarter (calendar year), month, semi-month, bi-week and week. Note that this measurement period does not have to match the underlying Service Definition's measurement periods. For example, the underlying Service Definition(s) may use a plan year measurement period while you limit service accruals to decrement and end of months. 

End of measurement period is available (unghosted) when anniversary year, bi-week or week is selected as the measurement period. This date designates the end of any measurement period. ProAdmin uses the date as a starting point to establish the ending dates for all other measurement periods by adding or subtracting 1 year for anniversary year, 7 days for weekly or 14 days for bi-weekly. The end of measurement period date can be specified as either a constant Date, or as a value that potentially varies by member by choosing a date Field from the Data Dictionary.
